This is the worst part of the great C5 IMHO. I just been thru this dance of madness. The adjusters are junk. If you have figured out that the adjuster isnt moving and that you have pulled out the rod from the headlight get ready for some hassle. The rod that connects to the headlight is a bolt there is a torx screw on the top round part you need to while holding it with the right torx driver turn the adjuster rod and extend it out towards the front of the car it helps to lube the adjuster and the rod. When extended press it back into the headlight then you can slowly and carefully adjust but only so much or you will have to redo. Best of luck this is junk and should be recalled. If you break any of the parts a headlight assembly is the only way to acquire the parts dealers charge 750 each. I bought salvage yard parts and am all too familiar with your problem. Do not bend the rods. The short one on top is up and down the long rod is left to right. Best of luck
