You've done the obvious already. Start by finding out which bulb is not flashing when you have the blinkers on. Normally it is the hazard switch as you know, but its possible the headlamp switch assembly could be bad as well. If its a front lamp not flashing, then check the ground packs on the forward frame rails adjacent to the hood risers.
check the socket... The bulbs can casue melting of a small hole in the lens housing. This lets water in which can short/corrode the socket.
I have had to replace both my front sockets.
GM wants $70 for a socket and pigtail.

I had this happen I believe a few years back my memory is failing me however.. on a customer car, a 00 c5 coupe It turned out to the the multifunction switch.... Get a wiring diagram and start tracing the wiring from there. When you hit the right wire, with a test light, the test light will blink.
So stupid me...I had my running lights on and realized "wow..the passenger side one is DIM!"..so I ran codes and came across this
40 BCM B2583 H & C...so it was a history code and is now a current. I'm aware that it is low voltage to the turn signal..but how the frick do I fix it?
