Had my 03 z in to change the fuel filter. Service writer comes back and say's the tech told him my z does not have the fuel filter with the pressure regulator like my 02 had, so no fuel filter change. I go into the parts dept and the parts guy wants the vin#. I give him the vin and he tells me no fuel pressure regulator/ filter. Ok wtf!, is the fuel pressure regulator on top of the intake manifold like pre 01"s?

It is my understanding that this officially started in 2004, but apparently, your 2003 was probably built late in the year. The fuel filter and fuel pressure regulator(now part of the fuel sending unit assembly) moved inside the tank.
Also, it is my understanding that the fuel pressure regulator on the fuel rail was pre 1999, not pre 2001.
This is part of the change that happened when GM switched to the FFS fuel system, and they did it in November of 02, so your car must have been built after November.
Well I just changed the fuel pump assembly on an 04 coupe and there is no filter in the tank, only a sock on the inlet to the pump.
The sock is nothing but a strainer, there is a paper element filter in the assembly. If you look in your service manual, you'll see what I'm talking about.
