I bought a 1999 convertible. The front end sure looks like it was lowered. I would like to bring it back up to the stock position, but have no clue what was done, and how to un-do it.
yes, but if you raise it up drive a few days to let it "settle" before alignment. i guess depending how low it really is, might not have too. only a few bucks to get a alignment anyway worst case.

take a picture of the car sitting a flat surface, hard to see in pic but is the rubber part that at the bottom of that bolt (sits on lower control arm) cut? looks alot smaller dia then stock from what im trying to remember.
that should have made the front more then enough higher then stock
From your pic, it does not look to have been lowered at all, and the bushing looks to be intact. There is no "standard" distance, the screws are just adjusted to obtain the correct measurement at a couple of points on the frame and control arms to ground.
It is possible you have a bad spring. Have you looked at the spring for signs of damage?
Do you have any pictures of your car? Where are you getting scraping? Have you had the alignment checked?
First thing you need to do is find out whether or not you have a problem. The way to do that is to measure the trim height of the car. Here are the measurements for the trim height (you can measure J and K without special tools):
The following picture shows where to make those measurements:
Those locations are ~ where the frame shipping slots are located. Make sure the car is on a level surface when making the measurements and measure from the ground to the frame. Do not measure from the ground to the body work as GM does not specify that dimension and it can be different from side to side and from car to car.
