99 Dark Blue c-5 what exactly does a poweloader chip do? Where can I purchase? :chevy

I purchased my from Richard at Exit28(Supporting Vendor). You may find that some have had difficulty receiving their powerloader but Exit28 is a vendor for TTS and is in constant contact with them. Here is the link. http://www.exit28motorsports.com

From time to time they have Group Purchases going on and you may get a better deal than I. Did it make an improvement in your car, you bet!
