Default Grrrrr 1283 and 1288 codes

I'm not doing too well. I had the front crank seal replaced on my 99 coupe and now I am getting 1283 and 1288 as well as the 'Active Handling Warming up'. After researching, I assume that the mechanic let the wheel get 360 degrees out of turn from the rack.
So, I tested the steering wheel sensor connector and I'm not getting the familiar readings mentioned in the fix.
My plug looks like this:
1. Blue
2. Empty
3. Blue
4. Green
5. Orange/Black
6. Gray

I may have 4 and 5 switched as I am doing this from memory.

Anyway, I can't get any of the voltages to change with any position of the steering wheel. The center blue is showing about 12 volts despite moving the wheel, and green is showing about 15 volts through the motions as well. The outer blue, and the gray show no voltage.

This is killing me, and I would rather not have to take it to the dealer.

Should I be testing at the sensor itself or at the plug that plugs into the sensor?
It makes more sense to test at the sensor itself, but most descriptions seem to test at the wires.

check the connector on the ebcm at the drivers side front of your engine , they had to move it out of the way to get access and may not have gotten it pluged back in properly.
