Alignment or Spring end Bushing

Alignment or Spring end Bushing
My car started wandering about one year ago. I discovered a creaking noise and found the front drivers side spring was missing the bushing. It is wearing tires evenly but the wheel is very touchy and you end up see sawing the wheel alot. Would the bushing replacement fix this or does it sound like an alignment issue?
