I believe this is because the shoe is about an inch wide and very small in diameter.

And I seriously doubt you ever will. It's not designed nor installed to function as such. It is a parking brake only.

Yes, correct. I removed the rotors and adjusted the "star" wheels until I could feel a little drag on the rotor when re-installed. My problem is solved. The park brake is fully engaged and holds well at about 1/2 travel.
