Currently I have a compcams 224/228, .581/.588,and LSA 114. I'm thinking of getting another cam that's almost identical but with an LSA of 118. This way I'm hoping I can pass emissions (recently moved) but not sacrifice any hp. With the 114 LSA there is -2 degrees of overlap, -10 with the 118 LSA. The factory ls1 cam has something around -30 so I don't know if this will be enough to pass emissions or not.
Have you tried to pass the test with your present cam? The reason I ask, is on several older discussions of cam choice/CA. emissions testing, the 224/228@114 was touted as about as big a cam that'd pass.
It passed at the 2500 rpm (barely) test but failed at idle (950rpm). The maxium allowed idle is 1000 rpm. Even with the idle that high it was well over the limit, gross polluter! lol
Have you talked to a reputable tuner about it? Idle trims, (RAF, MAF, VE) could be a tad rich and leaned out to work just fine. Should idle fine at 900 or less.
With that cam, idle cells could be a little leaner than stoich anyway using 27-28 degrees of advance.

what about changing the cam to a 118 LSA, i've been thinking about putting on some Patriot LS2 ported heads and doing the cam swap at that time if it would help
I have a similar cam @ a 114 LSA ( and passed easily)---I believe that as long as you don't go lower than a 114 you'll be OK---I've rarely seen a 112 pass in Calif---If you have LT headers then that is most likely why you are over on the HC numbers----The cats take care of the NOX numbers generally----LT's make your closed loop fueling way rich because of the 02 bung locatons making the commanded AFR of 14.68 more like 12.0--so rich that the HC go crazy------

Cam plus heads, parts, labor AND a new tune will cost even more and net not that much more HP!
If you must, a small blower cam with a supercharger will make a bunch more fun factor for the money and you will be emissions compliant too.

The secret is fresh cats!!! I passed the CA. sniffer running 230/240 -629/649-112 lsa in a 442 LS7 C5. New cats clean up A LOT of smog. replace the cats w/ new hiflow units and I bet you pass.
