Default Electrical Issues - Fuse 19

My car battery has been dying. So i picked up a new battery and a battery tender. The battery died without the tender in three days. So i checked the amps drawn when the car was off. When the car was off it was drawing 10amps. I checked all the fuses and found that fuse 19 in the passenger side foot well fuse box was drawing 10amps. I don't think this is normal nor would a 2 amp trickle charger be able to keep up with 10amps. The legend said fuse 19 is IPC. I was guessing IPC is Instrument Panel Cluster. But the door windows didn't work, or the ignition would turn over the car. So i believe it controls alot. Help, but 10amps with the car off is too high.

That 10 Amp fuse should be hot if it's drawing 10 Amps. Probably blown.

Also looks like that would not kill the battery with the ignition switch off.

So is my ignition switch bad? Where would be a good place to start.

Fuse # 19 in the IP fuse block should not have any voltage on it with the ign sw off, does it?

Well if it's drawing 10amps with the ignition off it has to be drawing voltage.

Each fuse has two little test points on top so you can measure voltage without pulling the fuse out. Turn off Ign Sw, open the driver's door to kill Retained Acc Power, and measure the voltage on the fuse. Post results.
