My HID jiggle found
It turns out that one of the preliminary steps to installing the headlights caused my jiggle. The stock adjusters are usually siezed, and you may break them during adjustment if they are not freed. I had just twisted each of the adjusters forward and backward about 45 degrees to break them loose. That action created enough slop in the short-armed adjuster gear so that the bolt passing through it can wiggle.
To snug it up I used a zip-tie. A better solution would be to get a lock-nut to fit the adjuster bolt. Looks like 18 threads per inch, about 1/4" diameter. You'd have to unthread the whole adjuster to put that in tho.
