Paint blistering

I have a 2000 C5 coupe. Never driven in the rain, even covered in the garage but the paint is starting to blister on the rear deck. It hasn't broken through the clear coat, kind of looks like hives.

Any idea what's going on. This is the first time I've seen or heard of this.

It's not the paint, it's the hatch itself. This is a common problem with these cars. I believe the only real fix is to replace the hatch. Some have had it repaired and the problem returns.
