I never did have the column lock recall done on my 2003 Z06. I used to get the notices all the time and just filed them away. I wonder if they would still do it for free?
Actually, if the car has never been serviced by GM for the recall you CAN go to them and they MUST do the recall at no charge to you. The recall was a NHTSA forced safety recall and they never expire. What GM was successful in doing is to say they will no longer repair free of charge any vehicle that has ALREADY had the GM recall service done that is experiencing problems with the column lock system. They can do that because their "fix" for the safety issue was the fuel shutoff. That has 100% corrected the issue that NHTSA wanted fixed, namely it prevents the car from being driven if the BCM thinks the column is locked. Unfortunately it also prevents the car from being driven under many false circumstances as well. Call up our dealer and give them your VIN and ask them. If they say no, ask them why since the car has never had the recall service done.
Hopefully you have never had the car serviced by a GM dealership since the recall was issued in Jan 2004 because the recall service may well have been done without your knowledge. The dealerships do NOT have to tell you that they have applied a NHTSA recall though most would note it on the service report you receive.
Personally I would NOT let GM touch the car. They will reflash the PCM to set the fuel shutoff speed to 1.5 MPH. Additionally they will remove the lock ring ( variation 04006C of the GM recall) and may add a K harness that will fail somewhere down the road. If it were my car I would buy and install a CLB and be done with it.
The k-harness is garbage, another band-aid fix. I did have the recall done just so I could have the dummy lock plate, then I turned of the fuel cutoff speed with hp tuners. A few months after the dealer installed the k-harness and lock plate I started getting the service column lock messages. I took the k-harness off and it went away. I also jumpered pins 30 and 87 on that other ridiculous relay they installed for manuals. I'm not bitter, I promise

When GM came out with CL recall update #7 (I could be exaggerating a little ) that finally said they would put in the dummy lock plate on M6 cars I printed out the recall, highlighted the necessary information and confirmed with the tech they were going to install the dummy lock. Afterwards my column was still locking, I had to take it back and spell it out for them. Amazingly they got it right the second time.

,,Atta boy!! I don't blame you one bit! The dealer is THE absolute LAST RESORT for me as well!!! Mine had two recall done before I bought it. 9 months after I bought it it stranded me with the 2 mph fuel cut off. 8 moths after installing a CLB,,not even a hint of a problem!! Lets hear it for DIY!!!
