Just discovered this issue myself after less than a week of owning a 99 C5
Sucked having to wait for the CLB, but I haven't had a problem since I installed it.
Hardest part for me was unlocking the steering wheel! I ended up giving up after about 20 minutes of trying to free it up. Went back the next day and I turned free after a light tug. go figure.
ok so it finally happened this morning everything was great i turn it on and off a few time and it lock and unlocked drove it to work. lunch time came around, and it didnt unlock so i waited till after work and nothing for about 2 hours i was trying to get it to unlock. I tried disconnecting the battery, taking out the fuses, and the shock to it nothing. so where do i buy this CLB? i need it NOW!!!! and after i install it do i have to force it to unlock then it will be fine? or does it unlock it once i install the CLB??

If you have read all the notes on this, the column lock bypass will not unlock the column. You have to get the column to unlock before you install the bypass.
Have you tried turning the key and tapping on the steering column? You may need to remove the panel below the column to tap close to where the actuator is located. If all else fails, you can always remove the lockplate and reinstall the steering wheel. Then the column cannot physically lock whether the pin is retracted or not. You can either grind down the original lockplate, or install the smaller plate that is used on the automatics and that comes with the GM Harness K kit.

sorry to jump in on your thread, but having a similiar issue that just started to happen. I have a 97 M6 and got the pull key ...service column lock today. The strange this is my column did not ever lock and I could drive if below a few mph.
Since my column does not look anyway, will the clb stock the code from being thrown since I dont get the fuel cutoff?
ok so i read this one thread that was from back in 05 and this dude had an amazing idea and it works great. if your steering wheel locks, grab your steering wheel with your hand at 10 and 2 then three or four times hit it to the right then (this is while the key is in) the hold the steering wheel and at the same time apply pressure as you turn the steering wheel to the right while slowly turn the key on and it should unlock. i have had to do this like 5 times now while im waiting on my CLB. good luck and hope it works.

I just had the steering wheel lock problem yesterday and towed the car to dealership this morning and thought GM will do the recall repair and I don't need to pay for it. Now the dealership says the actuator is not working and the locking mechanism is fine. They say I need to pay it myself, nothing to do with the recall. Is this really the truth or are they just trying to avoid costs for themselves because GM is in Chapter 11 and I guess they will have problems to get money from GM?
Or is this non-functioning actuator exactly the thing that happens usually which causes the steering column to lock? -> Should this be covered by GM recall?
Did you column actually lock or did you just get the message? Mine gave me the message on saturday but did not actually lock....but the fuel cutoff sure kicked in. The dealer told me the actuator was bad and need replaced for about $600 bucks. Mine is locking and unlocking just fine...even though the BCM does not think so.
I told them not to do anything and brought my car home on Monday and ordered the CLB. I also took the knee pad off under the dash to confirm I did not have a k harness (I was going to remove if I had it).
Waiting on CLB now.

It explains the column lock saga in some detail and explains why GM can get away with having the owners of C5's pay for additional column lock service.
In a nutshell if GM has already serviced your car under the NHTSA recall they have met their obligations to the recall. Any additional service to the column lock system will be at the owners expense.

My car has been serviced for 04006 recall before so fuel shuts off. So now because the actuator is non-functioning, they will replace it and it's my cost I just did a stupid thing and didn't try more to get it first unlocked and then install CLB. Because I think it would have been possible to still install that. But anyway, now they'll change the actuator, it will cost about $500 and then it should work again - for a while
I'm still trying to get them doing 04006C to avoid the locking problem happening in future... Is it possible to undo the original fuel shut off recall? I mean to undo 04006 and then do 04006C (which includes elimination of column lock in my understanding) -> no problems in future.
so i got my CLB great thing right? no because i was going to install it today and the dang steering wheel locked and it wont unlock now for me to install it!!!! now im really pissed. so im going to wait till in the morning and hopefully it will unlock for a long enough time for me to put the CLB on.
so i got the column unlocked finally. i pulled the #23 fuse and then did that little trick and it came unlocked. I then immediately hooked up the CLB and it works amazing. im totally happy now
