Default Vacuum Question, Need Quick

I just had a 2000 engine put in my 98 C5 because the old one spun a few bearings. Anyway, the guy that did it did a crappy job. He plumbed the vacuum line for the fuel pressure regulator into to the intake tube outside the throttle body, not even tight (no vacuum). The PCV valve (on drivers side valve cover) vacuum line goes to a breather tube on the passenger valve cover which comes out another tap on the valve cover (looks like it was drilled into the cover) and out to a TB port that does not have vacuum. I dont know enough about this engine setup to make a justifiable call so my questions are:

Where is the fuel pressure regulator supposed to get vacuum from? Pics please.
Most PCV systems are supposed to have vacuum on the PCV valve. Where is the vacuum source for this PCV system supposed to come from? The only parts that have vacuum are the brake booster (thank god) and the EVAP system solenoids.

Am I wrong in my thought process here? PLease help soon!!
