I was reading the feedback on C5 horse power upgrades and a "tune" came up a lot. When you talk about "tune", are you referring to tune from a Diablo and the like, or is it something else? What would be the best "tune"?
Usually a tune is referring to a program like EFI Live or HP Tuners. A Diablo or Predator isn't even in the same class. You can customize every aspect of how the car runs - fuel, timing, etc.
A tune on a Corvette is typically performed by a well trained and experienced LSx technician that can optimize multiple system parameters while monitoring the car, with HP Tuners or similar software, in real time while driving on both a dyno and on the street.
While a "mail order tune" may be sufficient for some basic modifications, a "custom tune" will most always achieve better results especially if there are numerous modifications made to your car. Good to ensure there is no detonation or running too lean, etc.
IMHO, it's definitely worth the extra cost. There are several good tuners on this forum that can help answer your questions.
