I am replacing the bezel around the dash gauges and removed 4 torx screws but it still will not come off. Are there any more that I am missing or some trick to removing it?
So I have to remove the entire gauge cluster just to replace the trim around it? I have a MY painted trim piece that I was going too swap my stock piece with if it was not too time consuming but might wait until I get the gauge bezel kit and do it all at once.
You don't need to remove the gage cluster, but you do need to remove the center console, radio surround and other panels leading up to the gage bezel to remove it. It's a pain that you have to, but it's not really that hard and goes fast. Vetteessentials.com also has good instructions on removing on their site.

I'd wait, do it once... Yes you have to remove the IPC to get the bezel unclipped from the IPC.
I was searching for a way to clean the back of the lens on my gauge cluster and came across this thread. West Coast instructions seem very good and simpler than the shop manual which says you need to remove the entire dash. Still a BIG job - think I'll wait a while longer.

Not too bad a problem really. Throw all your left-over screws/nut/bolts in the console and your good.
