I was checking my 1999 vet that i just bought and noticed the balancer had a wabble. I dont think this is normal. Can i install a new one while still in the car and how can i do it . Thanks

Been done many times before. Learn to use the "search" feature here on the forum and do some research.
For the OP, in order to get the existing pulley off, you'll need to move or remove the steering rack since it allows only like 3/4 inch clearance. There's lots of postings in here about the steering rack removal to assist you. What you don't want to happen is to let it go and the balancer actually comes off! It will then cost you major bucks and a half as it will probably trash the steering rack.
