Are you getting the Service column lock message, or just the pull key message?
If you are getting the service column lock error, and you can still hear the actuator cycle when you turn the key, you might try removing any relay that may be installed to bypass the actuator and just reconnect the actuator back to the stock position.
If the column lock actuator is already disconnected and a bypass installed, then you may have a bypass relay failure.

My guess is that since the column does not lock, the dealer removed the lockplate and installed a Harness K relay kit. You need to remove the relay harness, and reconnect the actuator, or install an aftermarket column lock bypass relay.

Look at the instructions for installing a column lock bypass. There should be a link at the top of the TECH section.
This site has some pictures,
http://97vette.com/howto/columnlock/bypassinstall.html

It will show you which one is the actuator connector below the steering column. If you have the GM Harness K relay, you will be able to trace the wiring from the connector to the relay, which should be mounted on the brace to the left of the column. The connector is just to the left of the yellow connector for the airbag.
Let us know what you find, and then we can go from there on how to fix it.
