I was going to suggest cleaning the contacts on the chip in the key but then you got me with "spare key makes no difference". Maybe the contacts inside of the ignition switch are dirty? Not sure how one would clean them.
I've had this happen 1 time on my 98 A4. Stopped at gas station and wouldn't crank when I tried to leave. I noticed the security light was behaving differently than normal and after a few times insert/remove key it resolved itself and hasn't reappeared since.
now if only I could get that stupid column lock problem fixed
Coincidentally, I have a co-worker with a no crank issue right now on a 98 A4. I was researching a little at lunch today and found this thread with good info on the VATS system and codes associated with it.
When this happened to me, I cleaned the key with alcohol, and then doused it again with alcohol and inserted/removed, doused and repeated, several times in the ignition switch in order to clean the switch. Never had another issue. Good luck!
