YES!!! My column just locked!
I have a 99 FRC and 3 months ago I had GM preform the recall. Yesterday when i got off of work I got the "pull key, wait 10 seconds" message. When I restarted the car it worked fine. I didn't think anything of it. Today when I got off work I got the same message but the column wouldn't unlock no matter what I tried. Had the car towed to a GM dealer that preformed the recall.
Why would it still lock after the recall?
Is this usually covered or should I expect to pay? and how much approx?
Where can I get the CLB harness?

Is there anything else I can try before the dealer takes a crack at it? Someone mentioned removing a fuse and banging on the lock mechanism. Any ideas.

It's my understanding (from reading the very thread that I posted) that some of the GM K harnesses had a defective relay.

Anybody that takes their car the the GM dealer to fix this is a FOOLISH HUMAN, especially if they have read any of the 10 MILLION posts on this subject.
The answer is ALWAYS THE SAME-get the thing unlocked (many posts on this-use SEARCH) and install a CLB. END OF STORY.

In the US the dealer would have performed the latest recall (04006C, I think) which removes the column lock plate. After that, the column cannot lock.
Different story in Canada. If you have a manual transmission, the dealer just reprograms the PCM and verifies the lockplate clearance, but does not remove the lockplate. You already know this of course. Why the difference I wonder?
Anyway, If you've tried all the tricks noted in this forum to get the column to unlock.... a tow is the next step. Violently shaking the wheel is the one most used, with generally good success... but someone has posted a note about removing the lower dash panel covering the column and banging the lock mechanism with a mallet. The search function is your friend, use it.

The dealer just got back to me, they haven't found the problem yet but mentioned that around the column it smelt like something was burning. Anybody else experience this, could it be a faulty K harness that burned up?

You may want to try this. Turn the key to the off position and remove it from the ignition. Next, firmly tug the steering wheel back and forth several times. Then with your left hand with your palm facing you, pull down with quite a bit of force like you are turning right and slowly turn the key to the "on position" without starting the engine and the column lock should release. This has worked for many people including myself on my '02 Vert.
Once it is released install a CLB from either CoH or Thunder Racing.
