My friend has a C5 04 vette and is going to put the breathless air intake system on it from breathlessproduxction we were wondering can we cut out the front bumper area by the fogs for added air? and ifso how hard will it be to do?

If you are installing the Breathless Performance Vortex intake you do not need to cut out the area by the fogs, nor will it do you any good if you do. The BPP intake draws its air from under the car the same as the radiator, not from in front of the car.
