Tail lights/Dash lights/Park lights all don't work. i have already changed out the #6 fuse in the toe panel but still no luck. What else could it be? Could a ground wire be loose/off? Where is the ground to this?

Why did you replace fuse 6, was it blown?
Do the instrument panel lights come on when you get in the car?
Do the instrument panel lights come on when you get in the car?
Does the twilight sentinel turn on the lights?
#6 is the tail light fuse, wasn't blown by replaced it anyway to be sure.
The dash and all other interior lights work except for when I turn the headlights on, then they go off. Also the brake lights work. Just not the regular tail lights.

Had the exact problem, dash lights on with courtesy lights but off when the parking or headlights are turned on, no parking lights or tail lights. It's the switch. Repaired mine via the instructions in the link posted by cliff_ford 3 posts above, easy to do. Only hairy part is the bottom torx screw in the switch, need a short bit and a 1/4" wrench to get it out without pulling the steering wheel. In my case the contacts were dirty, cleaned them up and problem solved. New switch is about $175 from gmpartsdirect.com IIRC, $350 from my dealer + 3 hours labor to install. Took me about 45 minutes.
I've had this issue too... it was indeed the multifunction switch. I followed the rebuilding thread listed above; but it didn't help with actually removing the switch itself so I made my own write up for that. Between the link below and the one mentioned above, you'll be able to remove the switch, AND repair it. Should only take a couple hours; maybe more if you want to go slow. It's not too bad!
In my case, my switch rebuild lasted 6 months; then the contact issue resurfaced to I removed and repaired it again. 6 months later, problem came back a 3rd time. At that point I just bought a new switch. But you may have better luck... most people do as they never seem to come back here saying "OH NOES it happened again!"
