My 98 C5 horn doesn't work. I took the lower shroud off underneath the passenger side headlight area. There is a blue weatherproof connector that is disconnected, but I can't find out where it plugs in. It has a short reach radius and I don't see anything that it would connect to. No idea where the horn is. Any idea? Here is a pic.
As you face the front of the car and look up into the area you've just removed the close out plate from, the horn is mounted on the lower left side of that area, maybe 1/2" above the plate itself. One bolt screwed into the right hand skid bar. If you have the passenger side inspection/closeout plate off it is very easy to find if it's there. There are actually two horns mounted on a single mounting bracket that attaches with one bolt where I described.
As stated earlier, there are two horns (high and low) and can't be missed if looking under passenger panel
You can test if those are the horn connections by using test light and having someone press the horn (assuming you have a good connection between horn and steering wheel)
I replaced mine about 8 months ago and found a complete used horn set-up for about $30.00 shipped off the big auction site - Check the parts section here as well

Well, as a sanity check, I removed the driver's side access panel. There is a blower motor of sorts that has a hose leading up to the headers. This blower motor is attached to the skid bar on the driver's side. The passenger skid bar has nothing attached. If someone can post a pic of the horn that would be helpful. I'm thinking at this point that either 1) I'm a complete idiot and missing something obvious (although I've followed the skid bar from top to bottom with my hand) or 2) someone removed the horn and didn't re-install it.
