Is it possible to install a factory 12 disc changer and still use the factory deck?
Is the wiring already there to install the unit in the trunk?

You sure can. I installed one in my Z06. It's pretty easy to do. You will have to buy an installation kit which will include the harness and brackets. You might want to investigate it more. When I had my 99TA it already had the wiring in place for the CD Changer from the factory. All I had to do was plug it in and it was done.
Also, as far as brackets, check your vette out for mounting locations. It might already have holes for a bracket to bolt to. The CD Changer I listed above comes with the harness AND brackets to bolt to anything you want.
I also notice that you have a '98, you will have the 4 wire plug next to the fuse panel in the passenger footwell, the 3 wire plug will have to be hard wired into harness.
