I've seen that instruction page before- unfortunately it doesn't work I turned my car from off to ACC, then back to off and hold down the traction button and it don't to squat!
Well I played around with my car- turns out, you HOLD down the traction button while turning the car onto ACC, then it starts beeping. The 1, 2 and 3 modes on the vette web page were correct. Now if I remember right there were some options too, such as beeps or no beeps...

I found my instructions: First you must place the TracActive Controller into the programming mode. Start with the key in the off position. Turn the key from off to accessory and then back to off. Next, hold down the factory Traction Control/Active Handling switch located on the center console while turning the key from off to accessory. You will immediately hear 2 double beep tones This indicates the controller is in programming mode. You may release the Traction Control switch at any time once the tones have started.
To change operating modes simply press and release the Traction Control/AH switch until you hear the correct # of tones for the operating mode you wish to select (1 beep for all aids off mode, 2 beeps for competition mode and 3 beeps for Passive mode) You can cycle through the modes as many times as you like. To save simply turn the key to off or start the car to save.
To change confirmation modes, press and hold TC/ACH switch until the confirmation mode tones begin to sound. You may release the switch any time after the confirmation tones begin. A series of short beeps indicates silent mode and 1 long beep indicates audible mode.
