Default Emissions Control Question 02 Z06

I recently discovered on my Z06 that the metal tube which attaches to the header on the passenger side was mangled at some point in the past. Ive heard this called an EGR tube is that the correct name for it ?

I know I can buy a blockoff plate which attaches to the headers but will doing that cause any problems ? We don't have emissions inspections in this state. If I block off the header openings are there any other hoses I need to plug ? I have an aftermarket intake and the only open port on the backside of it is for the brake booster. When I removed the bent tube I found that the drivers and passenger side tubes were joined by a piece of rubber hose and tucked behind the intake manifold.

Here is a picture of the piece I am talking about showing the sharp kink in the tube.

It is the air tube to pump air into the exhaust at start up to help your cats heat faster. No smog no problem.

You will throw a P1416 code, unless you have the secondary air parameters edited from your PCM.

The mods and tune on this car were done by the previous owner so I have no idea if that was addressed when it was tuned. If it wasn't, will the car run any differently or will it cause any other issues besides the code appearing ?
