My car is new and I noticed that I have to pull the brake handle all the way up, unnnnnnh! Something feels like it is going to snap. That's the only way mine works also.
This is a known feature of the C5. All you need to do is pull it up 2 or 3 times and it will hold, you don't need to try and pull it out of the console.
What’s probably wrong is that the auto-adjust mechanism on the rear parking brake is wayyyy out of adjustment. You need to pull the rear rotors off and adjust it manually. Just unbolt the wheel. Drop the caliper retainer (with caliper on it still no need to take it off) Pop the rotor off, and underneath you’ll see the parking break shoe. There is a little adjuster. Just need to adjust it to the point where the rotor almost won’t go back on.
Problem fixed. Did it to mine just the other day. Parking brake works now.

Re: Parking Brake That Don't! (JMon)
Yeah and don't bother taking it to the dealer, it is not a warranty fix.
Someone here told me to drift slowly back wards and pull up on it, seems to actually hold better now.
