all though each car is unique, those with similar mods will benefit to similar degrees to the same tuning.
You tell them whatbolt on mods you have done ( 1 3/4" AR headers, Vararam, Borla exhaust, Shainer throttlebody etc) they look to see a similar tune they have done for that exhaust combination and load it onto your PCM.
while the dyno tune might get you another few percent improvement, the mail order tune gets you most of what is achievable with your set up for a fraction of the price.
The Vette engine is governed by tables stored in the PSM. They control the air fuel fixture, timing, etc. the tuner remaps those tables using values they have previously determined on a dyno tune that generates more HP under those set of conditions witht he bolt on you have.
You just send them your PCM and the $$$$
The PCM is located behind the splashguard at the rear of the passenger side front wheelwelll
For a few $$$ more some will send you the tunes via E-mail and through data logging optimize even further. that doesn't require the PCM to be sent in , but you do need access to a laptop and the cord to connect to the car.
