Column Lock Bypass the solution?

Column Lock Bypass the solution?
I hope this isn't redundant but after reading all the posts I can find I'm confused about what I need to do. My 98 6spd car recently began throwing the "service column lock" code and fuel cutoff. I understand the recall has been installed on my car before I purchased it. I can hear the lock motor operate in the column. My question now is will a "Column Lock Bypass" cure my problem? The car is at a dealer and they are advising to replace a "component" in the column ($500 Part) and reprogram.
