I have a 2001 convertible and a few months ago the twilight sentinel quit working. Not problem I just turned it off. Now I am having a problem that the lights come on when switched but they may or may not rotate. A quick turn off and then back on seems to work. My guess was the switch itself. Bought a used one and it still has the same problem. Is it possible both switches are bad or do I have some other problem? I've looked at other post but found none exactly like my problem.
Another possibility...
The gear(s) in the headlight assemblies may have broken teeth. If it happens to stop where a tooth is missing it won't engage, by turning the **** you move the bad spot and now it engages and lifts. its a common problem (plastic gears) If you replace them use the newer brass or hard aluminum gears http://www.rodneydickman.com/corvette.html
But I agree it sounds more like a bad switch....use a meter and determine if you have power getting to the headlight motor. It will take some troubleshooting, do you have the shop manual?

Believe it or not I saw a post where another was having low battery problems and just out of curiosity I firmly tightened the battery cables. Problem went away. Left me a little frustrated to have spent the time replacing the switch for a fix so simple but I'm happy. Maybe this will help someone else.
