My belts were slipping off very frequently so the tech looked and suggested that he "thought" it was the harmonic balancer. I am getting the balancer replaced hoping this will fix the problem, but while he is at what other suspect parts should I get replaced anyways? Tensioners perhaps? Any other advice so that this can be addressed once and for all?
Balancer pully slipping off the end of the crank or the rubber center failing is a common problem. When they do the belts get spit off. Make certain that a NEW bolt is used with your new balancer pulley. The OEM bolts are a torque to yield and once they have been stretched they cannot be used again.
Unless the other pulleys are bad (they usually squeak or the bearings howl) you should be all set with a replacement balancer.
