TPS sensor question

Default TPS sensor question
My TPS reads 11-16 % with the key in the run position, but my foot off the gas. Is this offset normal? If not, how do you calibrate this sensor?

anyone? Most of the hptuners guys have cable driven systems...and I don't know if that makes a difference

on mine with a small cam its 8-9% in HP tuners... John
