How old are your rotors?

Yeah because the e-brake is on the inside of the rotor (the hub kinda)

If you replace your rear brake rotors I bet that will make it A LOT better

The E-Brake can be adjusted. next time you replace your brake pads in the rear. remove the calipers theres a star adjuster behind that normally can't get at. there little brake shoes about an inch wide which is controlled by the star adjuster. I would have by now but I can't get my calipers bolts loose.

Also, the old grease in the emergency brake handle gets dirty and dries out in time, this prevents the internal parts from moving. Solvent clean the internal parts of the handle assembly then regrease with Mobil 1 grease. The best way to do all this is to remove the handle assembly but it can be done by spraying in place. These sticking parts aren't in the handle itself but further down the assembly.

I've had a few Vette's over the years and the weak link is inside the drum. Nobody ever adjusts them like they should. The OP does not say how his E-brake does not work but I'll bet it need adjusting at the star adjuster inside the drum.

Before you tear anything apart try this. Hold the button on the E Brake handle and cycle the handle through it's complete range of motion three times in rapid succession. This adjustment is meant to take the slack out of the cable.

I had this problem too... I'm pretty sure King Kong torqued my caliper bolts when they were changed last. If you don't have air tools try standing on the wrench and bouncing up and down a bit...
