Default Front Spring Adjuster Bolt

I'm in the process of changing my f45 shocks with C6 Z06 shocks.
I was looking around and noticed the right spring adjuster bolt where it
Contact the lower control arm the rubber is coming apart and looks like there are two washers that have slipped out from between the adjuster pad and lower control arm.
Can I slip the washer back between the pad and control arm or do I need parts?

The washers are part of the rubber. I just lowered mine and cut all bout about 1/8in of the rubber off.

I am pretty sure the tension between the spring and lower contol arm would keep the washers in place if you pushed them back in.
