I am inputting for a friend with a 99 coupe. He said he was driving down the interstate and his fuel hand went from full to empty. So he pulled over and shut the car off and restared and everything went back to normal. Has anyone else had this problem? If so, what's the fix?

Very common if you do a search. Sulfur deposits accumulate on the sending unit, and cause issues. Many have used (including myself) Techron(which specifically states it cleans sulfur deposits) with success.
I think this is caused by the float and the inner-tank gauge being off. I know someone that had the tip of the inner-tank gauge break off, so it messed up the signal it sent to the dash fuel gauge.

Down side is you have to drop the tank to fix.
My car is a 98 and it doesn't look like the tank has to be drooped to remove the fuel sensor.
