totally confused!!
When I put on my under-drive pulley (removing the "harmonic balancer") I replaced the used aluminum bolt with a new one and torque'd it to the correct spec and then tighten to the correct degree.
What "tool" is required? (besides BA biceps to crank the bolt to 140 degrees)

You use this initially to seat the harmonic balancer or ASP pulley on to the crank. Then you reuse the old bolt, torque it to 240 lb/ft, remove it, install new bolt, torque to 37 lb/ft then turn it 140 degrees clockwise. I assume it's not all that necessary, the installer.

The installer is necessary with the stock pulley on F-Body LS1's. I dont know for sure if its necessary with the stock pulley on C5's since they are different.
I've been told by many different sources that it is not necessary with the ASP pulley and you can simply pull it on with the bolt.

I didnt get a chance to work on it today, but I did get everything cleaned up in the garage so I'm all ready. I'm going to start tomorrow. I've done 1 day marathon cam swaps before, I'm planning on taking this one slow and take lots of pictures.
I ordered the Kent Moore flywheel holding tool that bolts in place of the starter, but I hope I wont need it. If I absolutely need it then I'll be delayed until wednesday or thursday when it comes in.

How much was that tool? I read you can just unbolt the starter and stick a screwdriver in there. Hey, if we do need it, could I borrow it from you? I'd send it back and pay for shipping, etc. ;)

A piece of threaded rod and nuts places the wear on the rod and not the crank. Use as high quality rod and nuts as you can find; tighten the nuts at one end and screw the assembly into the crank. Remove the nuts and place an old pully or other filler on the rod then a washer and one nut. Grease the rod threads and tighten the nut then remove the assembly using two nuts.

That's the way I have always "pulled" balancers onto the crank snout, for exactly the reason that you outlined.

It looks like; as long as you can fit piece of threaded rod that is threaded into the crankshaft. The balancer is started on the shaft then some kind of filler to push on the center of the balancer not the edges such as a large pulley, socket or thick piece of steel; then washers and finally a nut that threads onto the threaded rod. As the nut is tightened on the threaded rod, the balancer will be pushed onto the crank shaft then the threaded rod is unscrewed and then the balancer retaining bolt is screwed into the shaft. The same parts remove the balancer with the addition of a thick piece of bar steel that has additional holes that match the tapped pulling holes in the dampener; the nut on the threaded rod goes behind the steel bar (which is screwed into the dampener by two or three long bolts) and when turned pulls the dampener off the crankshaft.
