Are there any codes in the DIC? If so post them up. When you press the TC/AH the light should come on and the DIC should say TC/AC off. If the light is staying on all the time and the button does nothing it means something is wrong.

Do you have a late 1998 with Active Handling? Mine did the same exact thing when torque braking. At 1200 rpms, the motor would begin downpowering. The more I pressed the throttle the more it would downpower. My understanding is that 2001+ C5s do not have this issue. Not sure if the issue is related to Generation 1 and 2 Active Handling, or if Traction Control was also modified in 2001.
