Installed a new Valeo. Problem solved!

So the alternator was bad? Did you disassemble the old one to diagnose it? I'll bet there was at least one or more bad diodes.

I haven't but your probably right. My whining noise is gone and the volts are up. I also made sure that the connections at the starter solenoid were clean and tight.
