Default Horn blowing constantly

My '99 C-5 blew the horn fuse. When I try to replace the fuse, the car's right side horn blows constantly. Any ideas?

I think Ecklers or one of those other type vendors sell the membranes seperately for $60 bucks or so.

This just happened on my 2000. Before you replace the membrane, check the horns to see if one of them has shorted. I replaced my membrane and the horn still didn't work. Checked for 12 volts DC at the horn and it was there. Checked the horns on the ohm meter and the low note one was shorted. installed a replacement from the dealer and it's working.

I went to unlock the doors with the FOB and instead of a horn chirp the horns blew steady for 10 minutes or so until they stopped on their own. I replaced the fuse and when I tried to blow the horn, the fuse blew first. I changed the horn relay then the Diaphram (your gonna love that). Now the fuse no longer blows and when I try the horn I hear clicking, but no horn. So I probably had one problem which caused a few more. If you figure out how to get underneath your car, remove the horn cover, then actually get your hands on the horns, let me know. Im out of ideas and probably heading to the fix it shop to test the horns.......

Since the relay is clicking, you should be getting juice to the horns. The horns are located under the right headlight. You can see them through the fog light opening. There's a couple of bolts to remove and pull the cover down. The horns are mounted on a small assembly with one bolt on the frame. Remove the bolt and disconnect the power cable. Test the horns with an ohm meter. A direct short will tell you which one is bad. The good one will show a resistance. ONe of the horns has an L on it and the other an H. My low note went bad. It's really easy.

Just looked at mine last week.

Here's the location and procedures courtesy of DeeGee if you want to take a look; but I'd bet big that your membrane has failed...

Here's a picture to help. Come at it from below the car.

Horn Replacement
Removal Procedure

Remove the right front fascia lower closeout panel. Refer to Close Out Panel - Front Bumper Fascia Lower in Bumpers.
Disconnect the horn assembly electrical connector.
Remove the horn assembly bolt.
Remove the horn assembly from the skid bar.

Installation Procedure

Position the horn assembly to the skid bar.
Install the aligning tab on the horn assembly into the hole on the skid bar.

Notice

Use the correct fastener in the correct location. Replacement fasteners must be the correct part number for that application. Fasteners requiring replacement or fasteners requiring the use of thread locking compound or sealant are identified in the service procedure. Do not use paints, lubricants, or corrosion inhibitors on fasteners or fastener joint surfaces unless specified. These coatings affect fastener torque and joint clamping force and may damage the fastener. Use the correct tightening sequence and specifications when installing fasteners in order to avoid damage to parts and systems.

Install the horn assembly bolt.
Tighten

Tighten the bolt to 25 N·m (18 lb ft).
.
Connect the horn assembly electrical connector.
Install the right front fascia lower closeout panel. Refer to Close Out Panel - Front Bumper Fascia Lower in Bumpers.
