Default C5 seat back

both seat backs of my 99 C5 can be moved forward and backward without pulling any of the two levers of each seat,,

is that common?
if not,, fixable?

I have never had that problem. Mine is a 99 FRC and I don't have that issue. I would relace the tracks on the bottom of the seats.

Maybe one of the other guys on the forum can tell you how to repair it.

The latches can be seen on the inside of the sides. When you lift the handle on back of the seat, check that the two latches are lifting off the pegs that lock the seat in the back position. This is a safety function that needs to be addressed.

Partial movement forward is normal and by-design. It allows for seatback movement when the seat is slid all the way back against the bulkhead and the seatback is in the reclined position.

FULL movement forward of the seatback should only be allowed by the use of the latch on the rear of the seat.

it is partial,, but way more than enough,, anyway to adjust it?
when the roof is off, it keeps moving back and forth all the time,,

Not without disassembling the seat and installing some kind of "stop" or internal spring to keep it pulled back.

Since the roof is in no way connected to the seats or have anything to do with them, I don't see how having the roof "off" affects them.

The early C5 seats will flop forward if nobody is sitting in the seat. The recline feature determines how far back they will go but not how far forward. My 97 seats flopped under hard braking while the seats in my 03Z did not flop. While the early seats flopped forward they didn't have the problem of the seat back releasing when under pressure like the seats in later C5s did. My 03Z driver's seat back would release and drop a couple of notches rearward while accelerating hard coming out of turns.
