I've read a lot of threads on headlight problems. Mine seems a little bit unique. They go up sometimes when the engine is running, sometimes they won't no matter how many times I cycle the switch.
However, if I turn the lights on with the ignition on and the engine NOT running the headlights pop up every time.
What's the problem???

Sounds like the switch is going bad or a short somewhere.
There is only a couple of components to the headlamp system. The motors and lamps of course, the headlamp/multifunction switch (high failure rate) and lastly the headlamp controller. The controller just receives a command from the switch to raise or lower the lamps or from the BCM if you have the twighlight option, via the multifunction switch, it'll raise the lamps and turn them. Again, the command goes through or from the switch.
Now I just had a failure of the lowbeams and it was causing all sorts of strange raising/lowering issues...they would come up, but not on...but, they would not go down and the car would be "dinging" like they were still on, even though I had turned off the twighlight mode but would suddenly go down if I put it in the high-beam mode. Turns out, it was a burnt wire/pin/socket on the tan wire output from the switch at the switch's connector.
