The outside air temp sensor is located down below the radiator shroud right on or next to the frame rail. Easiest access is lying on the ground with the front of the car jacked up.
You can probably do a resistance check on the connector after you unplug it after doing a visual inspection of the wiring(but I'm not good with a meter so I don't know how).

If when you try to change the temp setting and it does not change or will only vary by a few degrees, you will need to replace the unit. Mine would do that and i also had trouble turning it off even though you would press the off button. I bought a remanufactured unit.
