Fog Lights w/out Headlights

Hey I am just curious if anyone knows how to get the parking lights and fog lights on at the same time without my headlights popping up? Let me know if you have any suggestions!!

Just turn on the parking lights and push the fog light switch. Lights stay down and the fog lights stay on.

When I turn on my parking lights, I also turn the fog lights on but headlights stay up.. i want them to stay down.

Turn the switch to parking lights only not lights then back. Just one click on the switch and the headlights will stay down.

Sounds like you have a bad gear, mine did that too until i fixed the headlight gear. Because headlights could not pop up when you turn your switch 1 click for parking light.Do your headlights make noise (grinding) when they open or close?
