I'm having trouble with having to crank for several seconds before my C5 starts, I've been advised through a previous forum inquiry that the best and easiest first thing to do is pressure testing at the fuel rail and replacing the pressure regulator as necessary. My mechanic looked it up and said the fuel filter is actually part of the regulator system. Seems odd. Does anyone have any input?
Any help would be appreciated as I hate just throwing parts at it. It always starts but is annoying especially when people are standing around.

The 99's are set up like that, not sure about other years. Did you ever check the pressure?
Mine is an 01 and I assume they are all the same then in the C5's? Checking pressure is the first thing. The mechanic tried it and had the same result, he then just turned the key on and off a couple times and it fires right up. This leads him to believe the pressure is dropping off and the fuel is basically going back to the tank or at least not up where it should be. I am taking the car in soon and will keep you posted.

Not sure about a 01 but they are not all the same.
Correct. For certain the 03 and 04 C5's that have the FFS fuel tank system have the pressure regulating done inside the tank.
OP be very happy you can change the filter relatively easy and inexpensively yourself. In the FFS tanks you would be dropping the tanks to get at the pressure regulating mechanism. Not so easily done or inexpensive.
I replaced the filter-regulator, $130 from Chev, little or no improvement. The mechanic said that if there was a fuel pressure problem the car would run poorly which it does not. I just got back from the Bloomington Gold Vette show in Chicago and got 29.1 mpg with no problems, just the slow start.
