You'll need to be more specific as I've never heard of a lock out condition. There is the column lock issue if that's what you are asking about and the answer there is yes and no. Yes, they issued fixes and no, they didn't always work. Most people bought a column lock bypass and some other fixes involved fixing the recalls that GM did.
