Well, are you sure that where the car was parked it was actually 95˚F, because 85˚F is right around 29˚C. Maybe the temp display was changed to Celsius by mistake through the DTC.

I am having the same problem since I did the resoldering of the hvac contriol unit in my '99 'vert. I am reading 32 F and 0 c so the ac will not kick in, I have driven the car for miles and the ambient temp does not change. I have cleaned the sensor connections.
Any other thoughts? I will put a new sensor in, but I hate to replace pieces without knowing they are bad. (sesnor is not expensive)
Check the wires at the connectors. I had to put light there and use some + 2.0 glass to inspect clearly. Those gray wires with the black strip are separate by the blue snap on connector--which seems to be there to strengthen the connection. I would try unplugging the probe, drive it, and see if the outside temp goes to 69. The probe connects directly to the climate control module. In another thread on this, there is the electrical diagram. Also connector is copper, it could be corroded by water getting past the seal. I cleaned it all up, and even though my car has been in the rain twice, I guess ater gets in there even during washing. Keep us posted on how it goes. Cheers, Charlie--old electronics tech.
PS Check the resistance with the sensor unplugged. My car is the same year as yours...mine resistance between the pins was 920 K ohms. If you don't have a digitial volt ohm meter, Radio Shack has 'em for about $20...good investment for "digital cars" :-)

Thanks for the suggestions. I am on vacation and away from the car for a couple of days. I will give you suggestions a try. I fear I may have done some damage when I was touching up the solder joints in the control unit.
