'99 C5 Theft deterrent system problems???
I have a 99 convertible, 6 speed Vette. Our parking garage recently flooded. My husband ran down to move the car out onto higher ground and it would not start. The car was in the water less than 15 minutes and it had not come up inside the car. The starter would not engage, the steering column was locked, like the anti theft system had been set off. It was pushed outside, out of the water. Here we are 10 days later and it still will not start. We have replaced the battery with a new one. No fuses or relays appear to have gotten wet. No blown fuses. The trunk will not open with the button in the car or the key fob. The door locks WILL work. The "reduce speed" message comes on the dash. The windows will not work. The panic button will not work, but the horn does. Steering column is locked. Radio comes on. Lights work. A/C works. Tried resynching the key fob. The convertible top hatch worked twice, but only with the battery disconnected. The security light is NOT on when it should be. I cannot set of the security system like I normally would be able to. The starter is OK. It will jump across, but won't stay running.

Sorry...its really bad news. You've now got a flood damaged car. Contact your insurance company right away. Now as to the causes of the no start condition....if you can, pull your codes and post them. Most likely you had water over the PCM and TAC modules and most likely, the BCM. All of those are low in relative terms to the ground. I suspect they are ruined. Was the passenger floor board area soaked with water?
Now also, in addition to your own car insurance company, whomever owns this parking garage such as apartment complex or condominiums...the insurance there should be able to assist you too although you can expect a battle on your hands.
