Hey Guys,
All attempts at fixing the problem have failed, so off to the tuner it goes. He is going to poke around in the PCM to see if he can figure out the problem. At the very least he will tune out the CAT test so I can get inspected. Cross your fingers that by the end of the day I will be inspected.

Update!
Ok, I took the care to a local tuner and he looked over the PCM tune and saw nothing wrong with the car. He tried a few things but could not get the car to report any errors. So in the end we tuned out the CAT test and today I was able to get my car inspected!!! 
So no smoking gun that pointed to a specific problem but in the end I got my car inspected.
