Reprogram Fans 03 Z06?
You'll need tuning software or a device like a diablo predator. Several in the FS section here.
I have read many threads on here, and know when they come on stock. My car has a front splitter, and no factory air dam. Would this make it run warmer than usual?
Almost definitely. Unless your front splitter directs air upwards and through your radiator as you drive like the factory air dam does...
I guess I have to find someone with HP tuners? Do I have to change thermostat if I get them reprogrammed to come on sooner?
You don't HAVE to but you should. One mod compliments the other.

I have an '02 and have visually checked under the nose of the car to make sure there were no plastic bags or leaves clogging the rad many times, and never ever found antything.
I recently had my rad out of the car and HOLY CR@P, the rad was plugged SOLID in front of the fans! It was full of little bits of dust, dirt, and all kinds of other things that were wedged into the fins and could not be seen from below (even though you can see between the rad and AC condenser). I thought the rad was fine even though almost half of it was plugged up!
You can clean the rad by removing the shroud/fan assembly and spraying it with water from behind, then removing the front shroud (beneath the air cleaner) and spraying the AC condenser from the front (go back and forth, front to back, a few times to make sure anything that comes out of the front of the rad doesn't end up in the back of the condenser).
If you're going to replace the thermostat and will have the rad drained anyway, you may want to remove the rad completely as this will allow easier cleaning.
A word of caution: If you're using a very aggressive jet of water make sure you spray the rad fins straight on or you may bend them.
Since cleaning the rad my car runs much cooler. Before, the low speed fan could not keep the coolant temps down... the high speed fans would kick in! Now the low speed fan hauls the coolant temp down with ease. No more listening to the high speed fans wooshing away for no reason, I can't even tell the fans are running now unless I'm watching the coolant temp gauge.
Note, this is all observed with the AC off. With the AC on the fans run all the time.
